Smiley I edited your topic to reflect what you want from this post. "Honda Civic Ex?" will imply you are asking about that car, and that car only. So I changed it to "Help Me Find A Car."
I believe all hybrids are sedans, but I'm assuming you mean hybrid vs. non-hybrid/standard. The hybrid is more expensive and out of your price range so you should get the standard non-hybrid Civic.
Your insurance will be high no matter what because of your age, lack of experience, and because you will be driving a newer car. I don't remember the details, but it also depends on your history (accidents, tickets, etc).

i'd go with a nice, sleek, white colored mazda 3 with tinted windows.

I'd go Mazda. Honda automobiles are too easy to steal, nightmares for the owner and insurance agency.

i'd want a civic hybrid but i think its a couple grand over your budget
since dam gas prices cease to go down T___T.
but mazda3's are nice
but if you really want the civic hahah buy the civic and those latch thingys? hahah.
and insurance for a new driver under a new car under their parents would probably be in the high 1k$...like 1500-2000$+/year
the prius is nice too, it isn't soo sporty looking but it looks great in black or white

I've been hearing good things about the Mazda 3, but only from word of mouth. You might consider looking into that car. Also the new Corollas are out, so you may be able to get a clearance 2008s or maybe the new 2009 if you like the new body style. (~$15k-16k US).

The Hyundai Elantra is another car you should consider. Similar to the Civic, but much cheaper to buy (starting ~$14k US) and probably slightly cheaper insurance too.

Get the Honda civic sedan. ^^
As for how much you pay for the insurance, it depends on your age so guess you can ask your parents for that.
It tends to be the younger you are, the more expensive.

My sister has the Mazda3 in white, I think it's either the '06 or '07 touring edition. Overall she likes it, it's dependable and gas mileage is ok. The only things she complains about are that the seats aren't powered and there's no key trunk release lol. Not sure if you care about that. She bought it new a year or two ago and total she paid $20K (I believe).
I have the '09 Corolla XRS and it's a really fun car to drive. So far I really like it (I've only had it for a week and a half now). Gas is ok. It's sporty enough for me and I've never liked Corollas in the past until they re-designed the body.

Base price for the XRS is $22,500....the S is nice too.
As for insurance it's not too bad. I'm 22, never been in an accident or got any tickets. I pay roughly $300 per 3-month period.
